## Problem
`tools/dry-run` and `tools/jev-eval` call `docker`.
On a workstation with Podman and without Docker, they fail with `docker: command not found`.
Podman also refuses the short image name `pragent/pr-agent@sha256:…`
when `/etc/containers/registries.conf` has no `unqualified-search-registries`.
## Non-Goals
- `tools/build-rootfs` stays with Docker; it runs on mih09, which has Docker.
- No change of the production image or of Werkator.
## Solution
- Both tools take `docker` if it is on the `PATH`, else `podman`;
`CONTAINER_ENGINE` overrides the choice.
- The image name is qualified with `docker.io/`, which Docker and Podman both accept.
- Version 0.43.2.
