ADR 0001, Temurin 25 as JDK and runtime of all werk repositories, loaded with Foojay.
## Problem
ADR 0001 decides Temurin 25 for all werk repositories.
werkprobe compiles with whatever JDK the build environment brings, today Debian's OpenJDK 21.
## Non-Goals
- No change of the bytecode: it stays Java 17, which the managed webspaces run.
- No change of the probes.
## Solution
- The toolchain is Temurin 25; Foojay 1.0.0 loads it where it is missing.
- `options.release = 17` stays.
- `.werkator.yml` and the README name Temurin 25.
- Checked locally: `dist`, the test compilation and `pitest` pass with Temurin 25; the classes are Java 17 bytecode.
The container tests need werkdock's sandbox and run in the CI.
