Problem

ADR 0001 decides Temurin 25 for all werk repositories. werkprobe compiles with whatever JDK the build environment brings, today Debian's OpenJDK 21.

Non-Goals

• No change of the bytecode: it stays Java 17, which the managed webspaces run.
• No change of the probes.

Solution

• The toolchain is Temurin 25; Foojay 1.0.0 loads it where it is missing.
• options.release = 17 stays.
• .werkator.yml and the README name Temurin 25.
• Checked locally: dist, the test compilation and pitest pass with Temurin 25; the classes are Java 17 bytecode. The container tests need werkdock's sandbox and run in the CI.
