Each of the four limits gets an outer level beside the existing one,
which becomes the inner level: a missed inner level shows yellow,
a missed outer level red. A preserving changeset adds the four outer
columns with their order checks; existing rows keep their limits as
inner ones. The edit dialog shows the eight values as a table, and
export and import carry dailyMinOuter, dailyMaxOuter, weeklyMinOuter
and weeklyMaxOuter in schema version 1. WJ-067 to WJ-072.
