Requirements as RFC 0001 (docs/rfcs/0001-codecharta-export.md), the feature request taken over unchanged.

This PR is step 1 of the RFC: packages as districts, classes as buildings, loc / complexity / mutation_crap, deterministic IDs and checksum, validated against a pinned CodeCharta schema. Edges (step 2) and the Gradle task with source links (step 3) follow as their own PRs.

So far: only the RFC and the PR-doc. Open questions in the PR-doc (where the class data comes from, which CodeCharta version is the target, Kotlin).
