Werkdock's docker-compat branch names the verb for rootfs archives
'import' (docker import semantics) and keeps 'load -i --name' only as
a compatibility path. Werkator now runs 'werkdock import ARCHIVE IMAGE'
and falls back to 'load -i --name' on exactly the unknown-verb
signature (exit 125, 'unknown command' on stderr), so Werkator and
werkdock can be updated in either order. Any other import failure
propagates as before. The image name stays untagged: it equals
werkator-buildenv-<hash>:latest in werkdock's naming, and the existing
store needs no re-import. PR-doc under docs/prs/ with the PR#000
placeholder.

The branch predates six releases; this brings it onto current main and
replaces the PR#000 placeholder in the doc filename and the scenario IDs
now that the pull request exists.

It was built only when missing, so the first build won forever: a binary
from weeks ago outlived every pull in the werkdock checkout and was
uploaded in silence. That is how the production instance came to run
werkdock 0.1.0-dev twice in one morning while its checkout was at 0.2.0.

Timestamps decide, .git excluded. Only the default path inside the
checkout is written — a WERKDOCK_BINARY pointed elsewhere is a
deliberate choice. The version is printed before the upload, because
this failure was silent precisely because nobody had to look.

The import verb and the stale uploaded binary are the same subject seen
twice: Werkator and werkdock drifting apart, once in the API and once in
the artifact. Without the rebuild the verb change would have shipped
without effect, so they are documented and merged together.

Also replaces the PR#000 that PR#48's rename left in werkator.css — it
covered Markdown, Kotlin, YAML and HTML, but not the stylesheet.
