docs: a pure release PR needs no PR-doc ... 184c647cf6

The version bump plus its release-notes entry documents itself; the change
it ships is documented by the PR that brought it. Recorded in the PR-doc
README, in AGENTS.md and in the pr-doc skill, and the one written for this
release is removed again.
