test(build): BuildSlotsUnitTest waits in threads of its own, never in the common pool

werkator build succeeded after 02:17

Waiting in ForkJoinPool.commonPool took both workers on the 3-CPU CI host
and the test task hung until the 10-minute timeout; reproduced locally with
common.parallelism=2 (hang after 600 s), green in 174 s with this change.
