Problem

werkregie, the orchestrator of the agentic workflow, has no review by werkrevisor; the human checks and merges each of its PRs.

Non-Goals

• No .werkrevisor.toml in werkregie yet; its risk template follows after a measurement.
• No branch protection; the human sets it with tools/branch-protection.

Solution

• config/werkregie.toml is the host config for mi/werkregie, derived from that of werkcrappit: the dashboard's build files are judged paths, the PR documents live in doc/prs/, and the review instructions describe werkregie.
• The tests of the example configs include it.
• Version 0.32.6.
