PR#8: werkrevisor allows the change kind "feature with tests" for itself

WARNING: This document describes only the change applied in this PR. It may already be outdated once the next PR is merged. Historic PR documentation is not maintained along with new PRs; treat it as a snapshot.

The Problem

werkrevisor 0.10.0 knows the change kinds feature_with_tests and harmless_only. The repository config .werkrevisor.toml of werkrevisor did not list them yet, because the installed 0.9.0 would have refused the unknown values. Now 0.10.0 runs on mih09, so a feature PR of werkrevisor with purely additive tests can become GREEN. harmless_only is a PR of files listed in [categories] harmless, e.g. editor settings, which cannot change the gate. werkrevisor lists no harmless files yet, so this kind takes effect only once a later PR adds some.

Non-Goals

No code change.
No change to the host config or to the example configs in config/.
