PR#114: tools/dry-run and tools/jev-eval Also Run with Podman

Problem

tools/dry-run and tools/jev-eval call docker. On a workstation with Podman and without Docker, they fail with docker: command not found. Podman also refuses the short image name pragent/pr-agent@sha256:… when /etc/containers/registries.conf has no unqualified-search-registries.

Non-Goals

tools/build-rootfs stays with Docker; it runs on mih09, which has Docker.
No change of the production image or of Werkator.

Solution

Both tools take docker if it is on the PATH, else podman; CONTAINER_ENGINE overrides the choice.
The image name is qualified with docker.io/, which Docker and Podman both accept.
Version 0.43.2.
