docs(rfcs): RFC 0001 round four — the blog's paper, a Repositories page newest build first, a new logo f0175102b1

Adds the requirement to see running and recently failed builds across all served
repositories without selecting one, and the case of more repositories than fit on
one screen. Option G (Kin) replaces the Instrument Panel's palette and strip with
the blog's paper and petrol, a sorted Repositories page under /repos, and a
repository line naming only the conspicuous repositories. The drafts the
implementation lifts from are checked in as HTML/CSS/SVG next to the renderings.
