A Dockerfile builds on the target, and two backends for one interface (0.12.0)

Fixed in 9e4ba14: a RUN step binds the host's resolv.conf only where the tree has a regular one, so no empty file stays; RFC 0006 says so. Test: TestRunStepBindsTheResolverOnlyWhereTheBaseHasOne.

Fixed in 405f02b: removeAptFragment ignores os.IsNotExist; TestRunToleratesAStepThatRemovedTheAptFragment fails without the fix and passes with it.

Fixed in 405f02b: doctor reads the name from build.Select(); the constant BuildBackend is gone.
